Srinagar, Sep 22: As many as 1,00,501 casual and other daily-rated workers in Jammu and Kashmir have had their particulars registered through an Aadhaar-based biometric identification and skill-profiling exercise, while the issue of their regularization remains under examination, the government informed the Legislative Assembly.
The government said a committee constituted in March 2025 is examining the humanitarian, legal and financial aspects of regularizing casual, seasonal, daily-rated, contractual, need-based and other temporary workers engaged in different departments.
The committee has also been tasked with examining the varying terms and conditions under which different categories of workers were engaged and formulating a uniform framework consistent with the applicable legal and recruitment provisions.
The government said no regularization of casual and other workers under the provisions of SRO-520 was carried out during the financial years 2024-25 and 2025-26 in view of judicial review of the policy.
It said consultations with the concerned departments and examination of the issue from administrative, legal and financial perspectives were required before a final policy decision could be taken.
The government further said the committee had not yet submitted its final report and that a considered decision would be taken after completion of the examination and receipt of the required inputs.
The disclosure comes amid renewed demands by casual and daily-wage workers for regularization and enhancement of wages during the ongoing Assembly session. [KNT]
