
Devsar (Kulgam), Nov 6: The Office of the Block Development Officer (BDO) Devsar has released an official schedule for conducting Gram Sabha meetings across 23 Panchayat Halqas under its jurisdiction.
The Gram Sabha meetings are being held under the supervision of BDO Devsar Tanzeel-Ur-Rehman following the directions from ACD Kulgam as part of the formulation and submission of the Annual Action Plan for the financial year 2026–27, under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and other related schemes.
As per the communication, issued in reference to the Assistant Commissioner Development (ACD) Kulgam’s letter No. ACDK/WS/2025-26/3347-58 dated 14-10-2025, directs all Nodal Officers to ensure the timely conduct of Gram Sabha sessions in their respective panchayats.
The objective is to prepare the Gram Panchayat Development Plan (GPDP), incorporating works from MGNREGA as well as other government departments for the upcoming fiscal year.
According to the official document, the Gram Sabha meetings will be conducted between 12th and 25th November 2025 in all Panchayat Halqas of Block Devsar.
Several officers/officials have been deputed to oversee the proceedings in each area to ensure transparency, public participation, and proper documentation of development priorities.
The circular emphasizes that all Panchayat Secretaries and field officials must ensure active participation from the local population so that the development works proposed under MGNREGA and other schemes reflect community needs and priorities. The initiative is a crucial part of the government’s effort to promote decentralized planning and participatory governance at the grassroots level.
The Block Development Officer has instructed that the Gram Sabha proceedings be properly recorded and that all proposals should align with the guidelines of the Gram Panchayat Development Plan (GPDP) framework. Coordination among the concerned departments — including Rural Development, Planning, and Engineering wings — is to be maintained for a smooth formulation process.
